Biography

Jeff has over 15 years of experience in federal affairs including a presidential appointment and senior staff role at the Department of the Interior, where he developed extensive relationships with executive branch officials and a deep understanding of Western policy issues.

Prior to joining the 76 Group, Jeff Small served as a Chief of Staff in the House of Representatives for four years.


Jeff has significant policy skills having served as a Legislative Director, a Legislative Assistant, and Executive Director of the Western Caucus where he authored and passed substantiative policy while building coalitions for more than a decade.

He has passed 19 bills, 96 appropriations requests, and secured over $2 billion for water, infrastructure, forest management, and counter-narcotics projects. Jeff also secured over $20 million in Community Project Funding requests for local communities.

As Executive Director of the Congressional Western Caucus, Jeff expanded the membership to 75 members while focusing on energy, agriculture, and western values, passing eight bipartisan bills and authoring 14 Congressional Review Act measures to overturn burdensome regulations.

During his time of service at the U.S. Department of  Interior, Jeff helped reopen National Parks after COVID-19, implemented the Great American Outdoors Act, modernized NEPA, and supported the largest U.S. solar project.

A Colorado native, Jeff Small worked in various political and federal office roles for DOI Secretary David Bernhardt and U.S. Reps. Lauren Boebert, Paul Gosar, Scott McInnis, Mike Coffman, Ken Buck, and Scott Tipton. A cum laude graduate of the University of Nebraska Kearney, Jeff enjoys sports, fishing, and shooting. He lives in Northern Virginia with his fiancée and daughter.
